NEED FOR CARE WITH CRIME STATISTICS
Piers Akerman wrote a blog on the Daily Telegraph website
on 18 June 2008 titled Rude rules in our society .
Mr Akerman's basic thesis is that there has been an increase
in crimes which indicate "a loss of civility in society".
We have not checked the figures he quotes but shall assume
they are correct.
He says :
According to the statistics, the crime of offensive conduct
increased by more than 25 per cent year-on-year from March,
2007, to March, 2008, with 7711 charges recorded.
Over the same two-year period, the crime of failing to appear increased by 34.1 per cent, the crime of breaching bail conditions by 28.2
per cent and the crime of resisting or hindering an officer was up 9.3 per cent.
To put those numbers in some context, liquor offences were up 13.4 per cent, use of offensive language was up 11.8 per cent,
harassment, threatening behaviour and private nuisance was up just 4.3 per cent and trespass by just over 2 per cent.
WE have a basic thesis about crime statistics - namely they need to be treated with extreme care .
First we believe that an increase in police numbers will lead initially to an increase in crime. Conversely,a decrease in police numbers will initially
lead to a drop in crime.
Likewise - if there is an excess of police - minor crimes such as "offensive language" will sky-rocket - as police, with nothing more pressing to do,
target the "lowest" crime on the books.
THAT is why we are reluctant to accept the statistics Mr Akerman relies upon, do indicate a deterioration in "civil society".. Rather they may be
reflective of something else.

POPE "MAY" BE SORRY IN SYDNEY
The Australian and New Zealand College of Psychiatrists has been told that unequivocal condemnation by the Pope
of abuse by Catholic priests would aid healing.
Pressue is mounting on the Pope to offer an apology to the victims of abuse perpetuated by priests .

CAN KENEALLY COUNT ???
With less than a month to go before World Youth Day the moribund NSW government
has not finalised an agreement with the Catholic Church to set out how much NSW
taxpayers will pay for the event . Presumably the government has been too busy with
questions of who is in, who is out, who will get a ministerial spot, who will or wont cross
the floor, how to produce You Tube videos and matters of such nature, to concern
itself with an agreement with a potential minimum $86 million liability for NSW taxpayers.
The editorial team at the Sydney Morning Herald wrote :
Government has yet to finalise the document - dated June 18, 2007 - which is supposed to set out what the public must contribute .
Although the St Mary's counter has been steadily ticking off the days just a block from State Parliament, it does not seem to have
engendered even the least sense of urgency among those who control the public purse. Three years after Sydney was awarded World
Youth Day.....

A Sydney Morning Herald letter writer says :
The Herald front page proclaims that there is inadequate funding to combat indigenous child sex abuse while, apparently, there is an
open chequebook available for World Youth Day.
Jesus may have come to bring good news to the poor, but the State Government and the Catholic Church seem to have different
priorities.
As a member of the ruling Terrigals faction of NSW Labor, does Kristina Keneally MP (Heffron) care ? Her position in the ministry is safe. Up until
now, Labor's stranglehold on the seat of Heffron has enabled her to disregard any appraisal by constituents of her performance.

THE LONG PADDOCK
It seems Dianne Johnson and George Zdenkowski, letter writers to the Sydney Morning Herald, are opposed to
the Iemma government' proposals to sell-of the states stock-routes :
The proposed consolidation and eventual sale of our stock routes is of great concern (Letters, June 18).
We have driven beside and photographed many and rejoiced in the wealth of remnant native vegetation,
wildlife corridors and cultural sites along their ways. Following many indigenous pathways between
waterholes (now townships), the Long Paddock is a precious resource which belongs to us all.
Rather than regarding it as an economic asset or a liability, government bodies should be protecting it as a part of our heritage.

THE IMPORTANCE OF BEING EARNEST - PART 3
We likened Peter Draper MP (Tamworth) to Oscar Wilde's characters - Jack in the country and Ernest in
Macquarie Street, Sydney following the issuing by him of a media release at the beginning of the week suggesting
the Iguana Joe's affair was wasting parliament's time and parliament should be discussing matters relevant to the
state government's responsibilities to deliver services to the community.
In keeping with his earlier behaviour he voted in favour of parliament discussing matters arising out of the
Iguana Joe's episode, rather than discussing climate change and green-house gas emissions policies,
on Thursday 19 June 2008.
What's the old saying ? 3 strikes and you're out .

IS IEMMA F***ING DRAPER TOO ???
We said at the time that the 2 most important things in the 2007 election in the seat of Tamworth -
in terms of delivering votes to Peter Draper MP was when Morris Iemma came to Mr Draper's rescue
(not the Labor candidate Ms Denise McHugh who was left out in the cold by her own party) by promising
funding for the Chaffey Dam upgrade and the Tamworth Hospital with construction to begin before
March 2011.
The Chaffey Dam promise was a weasel promise. It was a weasel promise because it could be "weasled"
out of. It was dependent upon federal government money being supplied. That has not been
forthcoming and now the Chaffey Dam upgrade has fallen off the radar.
HOWEVER - the promise of a new Tamworth Hospital with construction to begin before March 2011 was
not capable of being weasled out of. IT was the responsibility of the State of NSW - and NSW alone.
Doubts have arisen as to the delivery of that promise because in a document issued by State treasury recently - which lists projects to be
financed - the Tamworth Hospital does not get a mention.
Peter Draper MP has accepted responsibility for delivering the promise made to the electors of Tamworth at the 2007 election. His usefulness to
the Tamworth community will be judged on whether he is able to show in March 2011 that substantial works on site are underway - with blue print
plans for the whole hospital in the site foreman's office.
There is no argument that Mr Draper makes an attractive decoration to the Tamworth electorate. He attends all types of functions and hands over
grant cheques from various NSW government ministers, gets a "happy snap" and produces a nice media release. Apart from that - what does he
do ? (Well he spends a lot of time reading this website (daily), and sending us inane emails (although he does not have time to contribute a
weekly column as we invited him to do) - but apart from that, what does he do ?)
The Tamworth Hospital project is a matter of significance for which he has accepted personal responsibility.
HOWEVER it seems that the Tamworth Hospital project is likely to fail because " my job of delivering the new facility [is becoming] increasingly
difficult " because of a campaign to get answers to when the hospital will be built .
Mr Draper says he is "becoming increasingly concerned by the campaign of instability being waged by the National Party and some sections of
the media against the construction of a new hospital in Tamworth."
He says planning needs to be thorough . "The process needs to be thorough and mistake free before any construction commences. " However
this does not seem to have been a point he stressed in 2007, when the promise was made .
He is concerned that rushed planning will lead to a "debacle" .In 2007, if he foresaw a debacle caused by commencing work before March 2011,
he did not inform the community of the potential debacle.. Certainly, the people went to the polls believing a vote for Mr Draper would deliver blue-
prints for the whole hospital into a builders hands - who would be on the job by March 2011.
The brand name "independent" is indicative of a passionate belief in honesty and integrity in government, and in openness and transparency - at
least for those who follow the Hatton/Moore mould.
Yet - the inability of anyone to get straight answers to exactly what is going on and whether the Premier or the Treasurer's version is correct , is
indicative of a cover-up. Presumably, Mr Draper would join with other Tamworth community members, like Trevor Khan, and the Norther Daily
Leader ,in seeking answers. Certainly Mr Khan, not satisfied with being fobbed off has taken the unusual step, as a last resort, to obtain
information under Freedom of Information laws.
Interestingly, the Sydney City Council, under the leadership of Clover Moore MP takes the view that the Freedom of Information laws are basically
unnecessary - because the Council has a policy of providing as much information as it possibly can, without forcing people to resort to FOI laws.
The editor of the Northern Daily Leader has asked a series of sensible questions in relation to the Tamworth Hospital which are designed to
provide information that might resolve the conflict between the Premier and the Treasurer, and disclose what exactly is going on.
Until answers to those questions are provided - no one can be sure.
Peter Draper MP has responded in usual "pollie-speak" (Many words, lots of mother hood statements, introduction of extraneous material, self
congratulatory material, lack of details, dates etc ).
ANYWAY - in answer to the questions raised Peter Draper says :
**** I have been unable to find the section in the State Infrastructure Strategy that says the redevelopment has been postponed. Perhaps
you could provide me with details of the relevant section.
****It is my understanding that a proposed starting date has not yet been specified as project planning is still underway,
(Query : when is it estimated planning will be completed ? )
****I remain very confident that construction will commence as previously committed, during the current term of Government. I
anticipate that construction will commence in 2010-11, but cannot be more exact at this time.
****I have personally raised this issue with the Health Minister and the Premier’s office on a number of occasions, and have been
assured that the Government remains committed to this important project.
(Query - were any of those meetings subsequent to the cabinet devolving into a shambles ?)
****The provision of radiotherapy services is an issue I have pursued in conjunction with the CWA. ...This campaign continues.
**** ( AND in a back - hander insult to former member for 10 years -Tony Windsor MP)
Finally David, the construction of a new hospital in Tamworth was a long way down the list in the infrastructure plan when I was elected
in 2003. It took almost four years of constant lobbying and pressure to have it brought forward, ahead of other communities’
redevelopment needs. I am determined to see it built, but it must be planned and delivered in the appropriate manner.
Mr Draper must be one of the minority (28%) of NSW residents who take the Premier at face value !!!
IF Mr Draper believes the solution lies in "political" terms - he must remember that given the Premier's standing in the community (28% approval
and falling), Tamworth is the least of the Premier's concerns. The Premier comes from the school of "whatever it takes". In 2007 that saw him
promise the Tamworth Hospital by 2011. However, that same principle will see the Premier drop it like a hot cake if need be - just as happened
with the Spit Bridge in Manly.
Further, in a competition between the Premier and the Treasurer - I will put my hard earned on the Treasurer. It is clear the Treasurer is a more
forceful character than the Premier, and usually gets his way. Just look at the electricity debate. The simple fact is the Treasurer controls the
purse strings - not Premier Iemma.
Finally, there is nothing crueler than creating false hopes and expectations - and particularly dragging them out over a long period of time.

PREMIER IEMMA WASHES HANDS OF RESPONSIBILITY - FLEES PARLIAMENT
What a joke Premier Morris Iemma really is.
In his endeavour to sell off electricity he washed his hands of responsibility for the carriage of it - and handed it over to
Treasurer Costa. Costa did a back-flip and caved into the alternate government's demands for an Auditor-General's report.
Morris Iemma gave notice that he would introduce a bill to enable the Auditor-General to provide a report.
BUT when the legislation came before the parliament for debate - the Premier had fled. He dumped it in the lap of
parliamentary secretary Michael Daley MP (Maroubra), who then had to introduce the bill, in Morris Iemma's absence.
WITH this pattern of behaviour - refusal to accept personal responsibility - why is that people like Peter Draper MP continue to
accept Morris Iemma at face value ? Don't give me the lame duck excuse Iemma had other appointments. IF he did - he could easily
have cancelled them for this important debate.
